  15. <p>     DIED. Lawrence O'Brien, 73, veteran Democratic
  16. wheeler-dealer, John F. Kennedy's congressional liaison,
  17. Postmaster General under Lyndon Johnson and commissioner of the
  18. National Basketball Association from 1975 to 1984; of cancer;
  19. in New York City. Dubbed by Kennedy the "best election man in
  20. the business," O'Brien helped perfect the use of grass-roots
  21. voter registration drives, political teas, youthful volunteer
  22. workers and telephone banks, which have become staples of
  23. campaigning. During the second of O'Brien's two reigns as
  24. Democratic National Committee chairman, in 1972, men broke into
  25. his offices at Washington's Watergate complex. The subsequent
  26. scandal brought down Richard Nixon's presidency.
